Project overview

We are currently landfilling in our largest landfill cell at the Central waste Facility in Wolumla. This fourth cell is the second-to-last we are allowed to build without seeking further state government approval through a development application process.

While we are working hard to divert waste from landfill, we still need to prepare for when these cells are full. At current rates of landfilling, waste diversion and population growth we expect to run out of approved landfill space in 2033.

We have commenced preparing several related deliverables required for planning approval to expand the landfill. Specialist planning and environmental consultants are helping us prepare an Environmental Impact Statement which includes at least twelve specialist studies, assessments and plans that look at a range of development related issues including; water and flood management, leachate, air and odour impacts, hazard, bushfire and risks amongst many others.

A detailed landfill design is also being developed as is a site Masterplan, identifying parameters for any future land uses, such as the development of a Resource Recovery Precinct.

Completing the Environmental Impact Statement, Landfill design and CWF Masterplan will enable a Development Application to be lodged with the planning authority. The project has close links with Council’s CWF Organics Processing Facility project to ensure the cumulative impacts of development are understood, planned for and approved.

Funding

The funding for this project will be provided by Bega Valley Shire Council.  All rateable assessments in the Bega Valley Shire pay a Waste Management Charge to cover the cost of waste management services including: operation and maintenance of transfer stations and landfills, delivery of waste minimisation programs, and rehabilitation of legacy landfill sites.

Council’s Waste Strategy Recycling our Future focusses on various waste management strategies aimed at diverting waste from landfill through waste minimisation and resource recovery. In February 2021, Council made a commitment to achieving the initiatives of the strategy, by resolving to upgrade existing waste transfer stations and invest in resource recovery and waste processing infrastructure.

Aside from site upgrades, a 30-year financial model for waste services also identifies the cost for remediation of more than 20 legacy landfill sites, and an expansion of the existing kerbside collection service to rural landholdings. Gradual Iincreases to waste charges?are a reflection of?rising costs and our community’s ambition to provide a sustainable future for waste services. However this project is not expected to require any additional charges to ratepayers over and above their current contributions.

This project is connected to numerous outcomes in Council’s Community Strategic Plan. These include: Sustainable long-term service delivery, innovative approach to waste management, minimise waste to landfill, increase recycling and resource recovery, environmental protection, minimise public place litter.
