Building includes part of a building, and also includes any structure or part of a structure (including any temporary structure or part of a temporary structure), but does not include a manufactured home, moveable dwelling or associated structure within the meaning of the Local Government Act 1993.

Any structure that is not a manufactured home, moveable dwelling (this includes caravans) or associated structure is considered to be a building and must be built in accordance with the National Construction Code.

Development of a dwelling house, secondary dwelling or dual occupancy that involves the erection, but not the relocation, of a building falls into the category of a BASIX building and is required to meet certain environmental performance standards and obtain a BASIX certificate.
