Feedback sought on draft infrastructure contributions documents

Council is seeking feedback on its draft Local Infrastructure Contributions Plan, draft policy Voluntary Planning Agreements and draft procedure Steps in negotiation of a Voluntary Planning Agreement.
Council’s Planning and Sustainability Manager, Cecily Hancock said local infrastructure contributions, also known as developer contributions, are charged by councils on new developments to help fund local infrastructure like parks, community facilities, local roads, footpaths, stormwater drainage and traffic management.
“This is to ensure the broader Bega Valley Shire community is not unreasonably burdened financially for local infrastructure required for new developments,” Ms Hancock said.
“The draft contributions plan applies to residential accommodation resulting in a net increase in the number of dwellings on the site, any subdivision that creates a lot with a dwelling entitlement, mixed-use developments which include a component of residential accommodation and all other development over $100,000.
“A planning agreement is a voluntary arrangement between a developer of land and Council whereby the developer agrees to dedicate land free of cost, pay a monetary contribution, provide any other material public benefit, or any combination of these, to be used for or applied towards the provision of a public purpose.
“The draft procedure Steps in negotiation of a Voluntary Planning Agreement has been updated to align with current best practice guidelines and provides an approval flow chart for the negotiation and approval of a Voluntary Planning Agreement.”
Ms Hancock said the new contributions plan will apply to development applications or complying development certificate applications made on or after the date of adoption.
