Bega Valley Local Emergency Management Committee

Council facilitates the Local Emergency Management Committee (LEMC) who are responsible for the formation of plans in relation to the prevention of, preparation for, response to and recovery from emergencies in the Bega Valley.


Emergencies can occur within communities due to the impact of a wide variety of man-made and natural events. In accordance with the State Emergency and Rescue Management Act (SERM Act) Council has a role to play in assisting the emergency services community managing these emergency events.

Council facilitates the Local Emergency Management Committee (LEMC) who are responsible for the formation of plans in relation to the prevention of, preparation for, response to and recovery from emergencies in the Bega Valley.

Responsibilities of the Bega Valley LEMC

  • Prepare and review plans relating to the prevention of, preparation for, response to, and recovery from emergencies in the local government area for which it is constituted
  • Give effect to and carry out emergency management policy and practice
  • Review and monitor emergency management policy and practice across the region
  • Develop and conduct local emergency management training exercises
  • Facilitate local emergency management capability through inter-agency co-ordination, co-operation and information sharing

Bega Valley LEMC Membership

  • A senior representative of Council who is the chair of the LEMC
  • The Local Emergency Operations Controller (LEOCON)
  • The Local Emergency Management Officer (LEMO)
  • Local representative of each of the emergency services organisations operating in the Bega Valley
  • Additionally allowance is made for others to attend to give technical and other relevant advice

Local Emergency Plan (EMPLAN)

Effective emergency planning is the key to minimising the cost and effects of emergencies after all reasonable risk reduction measures have been taken. The Local EMPLAN is developed by the LEMC and is designed to produce arrangements that provide the basis for managing emergency impacts. Specifically the EMPLAN will:

  • Clearly define roles and responsibilities of responders and community partners
  • Demonstrate a level of preparedness by the LEMC
  • Detail how support will be co-ordinated to a combat agency and affected communities
  • Provide a flexible set of arrangements that can be used a cross reference by LEMC
  • Ensure compliance with the SERM Act 1989
