Glebe Lagoon Flying-fox Camp Management Plan

This Plan outlines issues of concern to the local community and identifies feasible management actions to be undertaken to reduce impacts on the local community whilst promoting the conservation of the Grey-headed Flying-fox (GHFF) camp.

Summary

The Grey-headed Flying-fox (Pteropus poliocephalus) is listed as a threatened species under the New South Wales Biodiversity Conservation Act 2016 and the Commonwealth Environment Protection and Biodiversity Conservation Act 1999. There are 17 documented camps within the Bega Valley Shire Local Government Area. Five are on Council-owned or managed land including the nationally important camp at Glebe Lagoon in Bega. The remaining camps are on other tenures including National Park estate and private land.

The Glebe Lagoon Flying-fox Camp Management Plan (the Plan) has been developed in consultation with the local community and other key stakeholders to guide the appropriate management of the camp. The Plan outlines issues of concern to the local community and identifies feasible management actions to be undertaken to reduce impacts on the local community whilst promoting the conservation of the Grey-headed Flying-fox (GHFF) camp.

The Plan will be implemented and reviewed over a five-year period. Certain factors may trigger an earlier review of the Plan to enable other management options to be considered. An adaptive, flexible approach to management has been adopted and will be informed by ongoing monitoring of the camp and the effectiveness of implemented management actions.

Objectives

The objectives of the Plan are to:

  • clearly outline the management actions that will be utilised at the camp
  • enable long-term conservation of flying-foxes in appropriate locations
  • improve community understanding and appreciation of flying-foxes, including their critical ecological role
  • minimise impacts to the local Bega community, while conserving flying-foxes and improving their habitat
  • provide a reasonable level of amenity for the surrounding community
  • manage public health and safety risks
  • clearly define roles and responsibilities
  • effectively communicate with stakeholders during planning and implementation of management activities
  • ensure Glebe Lagoon Reserve management is sympathetic to flying-fox behaviours and requirements
  • ensure flying-fox welfare is a priority during all works (i.e. avoiding impacts to flying-foxes during operational works around the Glebe Lagoon camp)
  • ensure planning decisions in areas surrounding Glebe Wetland avoid or minimise GHFF impacts
  • ensure camp management does not contribute to loss of biodiversity or increase threats to threatened species/communities
  • ensure management activities are consistent with the NSW Flying-fox Camp Management Policy (OEH 2015)
  • implement an adaptive management approach to camp management based on evidence collected.
