Council to exit from Families, Ageing and Disability services

Bega Valley Shire Council has made the decision to cease providing families, ageing and disability services.


At the Council meeting on 24 July 2024, Council decided to transition out of providing the following services with the following timeline:

  • Commonwealth Home Support Programme by 30 November 2024
  • National Disability Insurance Scheme plan management and support coordination by 30 June 2025
  • Brighter Futures family preservation program by 30 June 2025.

Council is engaging with the Australian Government Department of Health and Aged Care to assist in the transition for clients in the Commonwealth Home Support Program (CHSP).

Council is also engaging with the NSW Government Department of Communities and Justice regarding transitioning out of providing family preservation services.

NDIS clients will be supported by staff to transition to a new provider and establish new service agreements over the coming months.

Following an EOI process in May, a number of NDIS providers expressed interest in taking on new clients. A list of these providers will be shared with clients alongside a link to the NDIS provider website, noting it is the participant’s choice as to which provider they choose depending on their personal circumstances and requirements.

Council wishes to acknowledges the high standard of service and commitment of the staff in the Families, Ageing and Disability Services team, and thank them for their dedication and commitment to supporting Council’s National Disability Insurance Scheme, Commonwealth Home Support Programme and Brighter Futures clients over many years.

The background

Council began delivering these services around 2000 as the provider market was not well-developed and there was a risk that residents would not get the support they needed. At the time, the objective was to provide services to the community that were not being provided by the community services sector.

Council undertakes regular reviews of our funded programs to ensure services are being delivered effectively, meet market need and ensure we are well-positioned to adapt to potential funding changes.

A review of Council's Families, Ageing and Disability services was undertaken in late 2023. The review found while Council provides a high level of service, the provider market has changed significantly since we became a Families, Ageing and Disability services provider, and there are now multiple providers of ageing and disability services located in the Bega Valley Shire.

Reasons for the decision

The decision to transition out of providing these services is about whether Council, as a local government organisation, is best placed to deliver services to the community.

Families, Ageing and Disability services are discretionary services rather than core Council business like roads, water and sewer, planning functions and waste management. The majority of councils in NSW do not provide ageing or disability services.

Key things for our NDIS participants to know

Staff will work with clients to support you to transition to another provider. We will continue to work with you over the coming months to help you transition to another provider with the least amount of disruption to you as possible.
