Overview

Council recognises its role as a purchaser of significant quantities of goods, works and services for the community. Given that role, and complying with relevant legislative requirements, Council strives to:

  • Achieve value for money and continuous improvements in the provision of assets and services for our Shire;
  • Provide direction in achieving high standards of fairness, transparency, probity, consistency, risk management and accountability;
  • Implement procurement best practice to ensure cost effective expenditure throughout Council;
  • Encourage stimulation of the local economy through the engagement of local suppliers where practical.

Through the implementation of the eProcurement platform VendorPanel, Council and suppliers can interact through a web-based platform easily and efficiently whilst ensuring transparency and compliance with relevant procedures and Legislation.

Frequently Asked Questions with answers


We have changed to VendorPanel to consolidate our existing platforms to one for all general purchasing and procurement activities.

VendorPanel has:

  • Increased transparency – All opportunities have been consolidated through a single platform;
  • Removed complexities – Suppliers are able to download documents instantly;
  • Cost savings – Suppliers electronically upload their submissions into electronic tender boxes, removing printing, courier and delivery costs

The Marketplace is a catalogue of suppliers split into categories and sub-categories. Once registered, you’ll be given the opportunity to receive and respond to requests and your business will be visible to BVSC staff.
As a business owner you are responsible for selecting as many or as few categories as you like, to receive requests.

You must register for VendorPanel if you wish to be notified of opportunities from BVSC, this includes:

  • General purchasing;
  • Formal requests for quotations (RFQ);
  • Requests for tender (RFT); and
  • Expressions of interest (EOI).

As a business owner, it is your responsibility to register and maintain your details, including categories to receive requests and make submissions.

BVSC advises you to register no matter how big or small your business may be.

The transition was completed 1 April 2019, BVSC staff now issue all requests through VendorPanel.

Post implementation, you will continue to receive tender notifications from other platforms, such as Tenderlink, however you will need to register on VendorPanel if you wish to respond to a request.

Yes, it is free to register, receive and respond to requests.

You will be notified via email of any new requests. You are then able to review the specific requirements and choose whether you would like to respond.

If you are already registered in VendorPanel as one of our preferred suppliers on our Panels, just note that you will also need to register into the Marketplace to receive notifications unrelated to those Panels.

The following 6 steps outline how VendorPanel works:

  1. You create an account and select categories/sub-categories relevant to the goods, works and/or services provided by your business.
     
  2. A need is identified by BVSC for goods, works and/or services.
     
  3. BVSC raise a request selecting categories/sub-categories best relating to the goods, works and/or services required.
     
  4. An email will be distributed to those listed under those categories/sub-categories to provide specific details of the work.
     
  5. Supplier to review and upload a submission within the platform.
     
  6. Submissions received will be evaluated and contracts awarded electronically within the platform.

BVSC is seeking all suppliers to register their business details on VendorPanel Marketplace be it a tradie, graphic designer or cleaning service etc. We encourage you to register.

When registering you will be asked to select the categories and sub-categories that best suit your business.

When you first register into the VendorPanel Marketplace, by default you will receive tender notifications from all across Australia. To limit this function to specific region(s), you need to do the following:

  1. Log into the platform
  2. Select Manage regions of service (Tenders) from the land-hand pane under Supplier Lists
  3. Select only the regions you wish to receive notifications from
  4. At the bottom of the page Save these regions
  5. You will now only receive tender notifications from those regions you’ve selected.

Note: Bega Valley Shire Council sits within the New South Wales - South Eastern region.

A pre-qualified supplier or Panel Contract is a list of suppliers that we use for frequently purchased goods, works and/or services. Having these Panels in place enables us to capture all of your information such as your tickets, your rates and your insurances upfront, so when we award you with a job, you don’t have to send us the information again and again.

Currently we have the following pre-qualified panels:

  • Flood Damage Repair
  • Internal Auditing Services
  • Sewerage Works
  • Trade Services
  • Supply of Motor Vehicles

How can you join one of these Panels?

When required, we will conduct a tender process to add additional suppliers to these Panels, these opportunities will be publicly advertised through VendorPanel. Suppliers will be evaluated and given a ranked order based on price, experience and relevant business details such as insurances. Rankings will only be made available to BVSC staff, and you as suppliers won’t be able to see your ranked order.

How will you be contacted?

Once you are successful on the Panel, there are two ways our staff will contact you:

  • The first is for reactive works which our staff will use the ranked order and contact via a phone call;
  • The second is where we have scheduled maintenance works or specific project, this will be conducted via a Request for Quotation (RFQ) process through VendorPanel.

You won’t receive notifications of opportunities with BVSC and will not be able to make submissions for the provision of goods, works or services. Other platforms, such as Tenderlink, will still notify you of opportunities, however you will need to register on VendorPanel if you wish to respond to a request.

A contract is a legally binding agreement between BVSC and a single supplier for the provision of goods, works or services, as and when required over a specified period.

A panel contract is a legally binding agreement established between BVSC and with at least two suppliers for the anticipated provision of goods, works or services, as and when required over a specified period.

The implementation of this new platform will not affect your existing contract(s).

You will required to register to receive notifications for contract renewals as these will be advertised through VendorPanel.

Nothing, your Tenderlink account will remain untouched enabling you to bid for other organisations work and/or continue to receive BVSC notifications.

Just note that whilst you’ll receive BVSC notifications, you’ll need to be registered on VendorPanel to upload a submission.

BNG Conserve is an online web-based software that maintains and records the required insurances and licenses by Council.

Successful contractors need to upload and register relevant information to BNG before starting work at Council. Also, this allows contractors to manage their WHS Management System in line with legislative requirements.

BNG Contractors will be reminded to update and can:

  • Manage the contractor's employees and sub-contractor's insurances, licenses and qualification requirements. and notify the contractor in advance of impending expiry dates;
  • Undertake WHSMS self-audits. BNG provides the contractor with the tools and time frames to undertake this self-audit and maintain the contractor's continuous improvement process

Note: BNG charges a minimal annual fee to register and maintain your WHS information, insurances, licenses and qualification requirements.
